I thought about adding:

If a coup, regime change or revolution happens in the political capital of a country but there is still social capital among members of the old regime, they can become rebels or resistance or organized crime bosses, who make it hard to form the new society. For this reason, it is important to know when social capital is very low.

But a lot of people, rightly, would take this as a comment on Bush League Iraq. Maybe it can be added to the article after the USA flees that particular quagmire.
