There is actually no real distinction between cities, towns and villages in the Netherlands. For practical reasons the following distinction has been made:

  • cities - above 75,000 inhabitants
  • towns - below 75,000 inhabitants
  • villages - below 25,000 inhabitants

Settlements with city rights aren't necessarily cities by size.
