Frank Winston Ballance Jr. (February 15, 1942 – February 22, 2019) was an American politician and attorney. He was a Democratic member of the United States House of Representatives from 2003 to 2004. He represented North Carolina's 1st congressional district.

Ballance died on February 22, 2019 from surgical complications at a hospital in Raleigh, North Carolina, aged 77.[1][2]
