Julio Cesar Lugo is a former Major League Baseball shortstop. He played for the Houston Astros, Tampa Bay Devil Rays, Los Angeles Dodgers, Boston Red Sox, St. Louis Cardinals, Baltimore Orioles, and Atlanta Braves. He batted and threw right-handed.

He was born on November 16, 1975, in Barahona, Dominican Republic. Julio Lugo is also the older brother of baseball pitcher Ruddy Lugo.
