Richard John Garcia (April 24, 1947 – July 11, 2018) was an American Roman Catholic bishop. Garcia was born in San Francisco, California. He was appointed by Pope Benedict XVI as the fourth ordinary bishop of the Diocese of Monterey, California on December 19, 2006, and was installed at a Mass celebrated by Cardinal Roger Mahony on January 30, 2007.

In April 2018, Garcia was diagnosed with Alzheimer's disease.[1] He died three months later on July 11, 2018 from complications of the disease in Monterey, aged 71.[2]
