Robert Owens Tiernan (February 24, 1929 – October 15, 2014) is an American lawyer and politician. He was from Rhode Island. He served in the Rhode Island State Senate. He was a member of the United States House of Representatives. Tiernan was born in Providence, Rhode Island.

Tiernan died in South Kingstown, Rhode Island on October 15, 2014, aged 85.[1]
