Stephen Lybrook "Steve" Neal (born November 7, 1934) is an American North Carolina Democratic politician. He was a member of the U.S. House of Representatives from 1975 to 1995 representing North Carolina's 5th congressional district

He chose not to seek re-election in 1994, and his seat was won that November by his 1992 opponent, future Senator Richard Burr.
