While I think comparing electronegativities between two elements helps predict the covalency of their bond, the sentence was misleading - I'd assume that fluorine is "most likely to form a covalent bond" of all other elements because its the most electronegative. That's just not true. I don't have time to find a good reference that says "similar electronegativities = more covalent character of the bond," so I'm throwing it out there for the next WP editor to pick up! Thanks!
