Well, because Wikipedia is an encyclopedia, we should adhere to neutral point of view. This means that we can't state that "Donald Trump insulted Mexican Americans in 2015". However, if you have a reliable source for it, you can add the text to the article in a neutral way, like: "Some reporters/experts/etc. stated that Trump insulted Mexican Americans by doing ... in 2015", and then you should link to that reliable source that you've used to write this sentence.
