Finding out more about this mystery[change source]

I am interested in finding out more about Mastro than what I have been able to find in (shallow) newpaper reporting. After seeing a reference to wikisource elsewhere on Simple, I got the idea and ran a search there and found an old lawsuit (39 F. 3d 238 - Mastro v. Q Witt) where I am pretty sure he was involved. The best ref (primary) I have been able to locate is https://law.justia.com/cases/federal/appellate-courts/F3/39/238/511590/. I wonder if anyone here can decipher this for us.
