I am not sure how to explain this in simple English, but not all reclosers automatically close after opening. It is usual that where you open a recloser, is where you have to shut it - for example, if it's opened by SCADA, you reset it by SCADA; similarly if it's opened locally using a Hotstick, it has to be closed locally (usually again using a Hotstick or from a local control panel). The type of device this article refers to is known in the electrical industry as an Autorecloser. Typically they can be set to automatically close a set number of times, before remaining open and requiring inspection.
