Thomas Jerome "Tom" Bliley Jr. (January 28, 1932 – November 16, 2023) was an American Republican politician. He was a U.S. Representative from the state of Virginia from 1981 to 2001. He was the mayor of Richmond, Virginia from 1970 to 1977.

Bliley Jr. died on November 16, 2023 at his home in Richmond at the age of 91.
