Please see out Image use policy and How to use images for information on image use. Simple wikipedia does not allow any image uploads. All images must be uploaded to Commons and meet their copyright requirements. Every wikipedia (all language versions) can use images from Commons. Images posted there can be used here just as if they were posted here. As Commons has users who are more experienced at dealing with copyrights for images, most wiki's have chosen to let them handle the matter of images rather than create more work for their own editors.
