Ok, thanks. Now I know. If the IP proxy reads their contributions page and they are blocked already, at the top of the page it will tell them “This user is currently blocked” and then the block log will be provided below. I don’t know if the IP evaded a block but if more open proxies appear and keep vandalizing Wikipedia, report them, ask an admin to block them, and ignore from now on.
