Understanding the chart

This is a table from the CBO and JCT that shows the impact on different income groups from the Tax Cuts and Jobs Act. The positive numbers mean the group overall is contributing to a reduction in the deficit, meaning they are receiving less spending on their behalf (healthcare subsidies for the most part) or paying more in taxes. In other words, they are incurring a cost. The negative numbers mean the group overall is contributing to a deficit increase, meaning they are paying less in taxes. In other words, they are receiving a benefit. The author copied the chart into a PowerPoint slide and set the transparency on the yellow blocks at 75% to create a highlight effect.[1]
