Ok but, before you block me again tell me what can i do to improve the article to notability? What's wrong with it?

When i become unblocked i'll work on whatever it is that tells you that the article is notable.

Ok since you are an administrator tell me what did i do wrong about references in the article Sarey Savy? Can't you help my improve the article?

Notability is not something you can "create". If the person is notable, they belong on Wikipedia; if they are not, they don't. For example, I would not make a Wikipedia article about myself, because even though I am very familiar with how to make acceptable articles I am simply not important enough to be included in an encyclopedia.
