Canberra and the Australian Capital Territory are generally treated synonymously. Canberra infers more the city and specifically the area in the parliamentry triangle or Federal government related things in the territory, and the ACT is the whole territory. This is a bit confusing but the more accurate description would be people from the Australian Capital Territory, or the specific suburb the person lives in.
