David Scott Mann (born September 25, 1939) is an American lawyer and politician. He is a member of the Democratic Party. He was the United States representative for Ohio's 1st congressional district from 1993 to 1995. He is a member of the Cincinnati City Council since 2013.

Mann was mayor of Cincinnati from 1980 to 1982 and again in 1991. Mann ran for mayor again in the 2021 election, but lost to Hamilton County Clerk of Courts Aftab Pureval.[1]
