XaaS is definitely not limited to just software. When it says Anything as a Service, it can include business functions, as in business process outsourcing. What is key is understanding the quality and service level criteria for effectively delivering the business function, regardless of whether information technology tools are used or not. It is part of the move to an aggregated enterprise approach, where business capabilities are pulled from whatever source is required.
