where is "here"?[change source]

Upper Canada (later part of the Province of Ontario) had been settled by American Loyalists who came here after the Revolutionary war.

It's not clear where "here" is. This sentence is written from the prespective of an individual who lives in UK, USA or Canada. It should be impersonal.
