Estuaire is the most populous province in Gabon. The provincial capital is Libreville, which is also Gabon's national capital.

- Komo Department (Kango)
- Komo-Mondah Department (Ntoum)
- Komo-Océan Department (Ndzomoe)
- Noya Department (Cocobeach)
- Libreville (department and capital city)
