Neil Anthony John Morrissey MBE (born 4 July 1962) is an English actor, businessman, comedian and singer. He is best known for portraying the roles of Rocky in the ITV crime drama series Boon (1987–1995), Tony in the ITV-BBC sitcom Men Behaving Badly (1992–1998, 2014), and Eddie Lawson in the BBC school-based drama series Waterloo Road (2007–2009). Between 2012 and 2016, he appeared as Nigel Morton in the BBC police procedural series Line of Duty.

Morrissey also provides the voices of Bob, Roley, Lofty, Mr. Angelo Sabatini, Mr. Fothergill, Farmer Pickles and Scrufty in the UK version of Bob the Builder.
