Richard Ottinger (born January 27, 1929) is an American politician. He is a member of the Democratic Party. He served as a member of the United States House of Representatives from January 3, 1965 through January 3, 1971. After leaving office, he served as a legal educator.

After retiring from Congress, Ottinger became a professor at the Elisabeth Haub School of Law,[1] founding an environmental law program there, and served as the law school dean from 1994 to 1999. He currently serves as Dean Emeritus.

Ottinger was born in New York City. He studied at Harvard University, at Cornell University and at Georgetown University. He is married to June Ottinger. They have four children.
