Google trends proves that the FAR more common phrasing worldwide (with almost 3X the searches) is "per aspera ad astra" and not the other way around.
In fact, only in 6 out of 76 tracked regions the second phrasing is more common:
Argentina (57% of the searches)
New Zealand (58%)
United States (59%)
Philippines (68%)
Indonesia (69%)
Jamaica (100%)
In all other regions the first phrasing is more common.
