This helper template calculates periods for Greek certifications, as stated in IFPI Greece#Certifications

It returns:

Up to 10/1990	11/1990–1997	1997–11/2002	12/2002–2005	2006–08/2009	09/2009–2020	2021 onwards

Returns 0 if the data provided is not sufficient.
