Here is a suggestion on one way to go about this process:

Take a look at the article evaluation process that is currently going on at the English Wikipedia in preparations for releasing their first CD-ROM version. What you would create is a banner template for the article's talk page, and it would have various optional parameters, such as check and simplify. If a parameter was enabled (e.g. simplify=yes) in the template, it would add text to the template (e.g. "This article needs to be simplified"), and it would also add a category for the talk page (e.g. Category:Articles that need to be simplified).

You could also incorporate the importance parameter. Any thing that is in the list of core topics would be rated Top. For some expanded lists of what should probably be in the Simple Wikipedia, the English Wikipedia has a large number of articles that are title "List of w:Foo-related topics", such as w:List of United States-related topics. Anything on those lists could probably be rated at least of Mid importance, and many of them should probably be rated of high importance.

I would also use the class parameter, although since Simple doesn't have Good Articles or Featured Articles, you wouldn't use the GA or FA values. There should also be slighty lowered criteria for what constitutes an A or B class article.

Doing it this way puts all the articles in different categories that will help assess which articles need the most attention. Also, since it is similar to the process on the English Wikipedia, you will probably be able to get them to run on Bot on the Simple Wikipedia to create the same types of Bot-generated assessment pages that the English Wikipedia has.
