J. Russell Capps

James Russell Capps (February 26, 1931 – October 6, 2020) was an American Republican politician. He was a member of the North Carolina General Assembly from 1994 to 2006.[1] He was born in Raleigh, North Carolina. He lost his re-election campaign in 2006.[2] He unsuccessfully ran again in 2012.

Capps died on October 6, 2020 in Raleigh at the age of 89.[3]
