Philip Edward Ruppe (born September 29, 1926) is an American politician. He is a member of the Republican Party. He served in the U.S. House of Representatives from 1967 to 1979 before running, unsuccessfully for the United States Senate in 1982.

He is a Korean War veteran, having served as a lieutenant in the U.S. Navy. After leaving the U.S. House, Ruppe became active in business before running for election, without success, to the 103rd Congress.
