Repeated vandalism[change source]
My assessment of this is that probably a single user has been accessing the data on a regular basis for their own purposes. The person uses a floating IP facility, which is why longer blocks would not be effective. Macdonald-ross (talk) 18:44, 25 February 2018 (UTC)
