Birds that don't seem to migrate?[change source]

I don't know what its called, but suppose there is a bird that is common all over Europe, so while one poplulation migrates south from a place, there is another from further north that replaces it. In the minds of the people this leaves the impression that bird X isn't migratory. I od however not know how to describe this in more scientific terms.
