No, it's one concept. The local government use is rare, and even then it's an extension of the original use. The concept is unified by the idea of a pastor's ability, once upon a time, to walk round his parish to tend to all the 'flock' under his care. Macdonald-ross (talk) 05:02, 5 October 2013 (UTC)
