At 12:00 UTC on September 19, the National Hurricane Center (NHC) forecasted a tropical wave to leave West Africa in the next few days.[1]

The Instituto Português do Mar e da Atmosfera (IPMA) began to post Hurricane Watches and Tropical Storm Watches for the Azores.[2] They were later heightened to Hurricane and Tropical Storm Warnings.[3]
