Samuel Harvey Shapiro (born Israel Shapiro; April 25, 1907 – March 16, 1987) was the 34th Governor of Illinois, serving from 1968 to 1969. He was a member of the Democratic Party.

Shapiro was born on April 25, 1907 in Governorate of Estonia, Russian Empire. He was young when he immigrated to the United States. Shapiro was never married and had no children. Shapiro died on March 16, 1987 from a heart attack in Kankakee, Illinois, aged 79.
