No they are not. They have two distinct different meanings:
  1. Commune - the smallest French territorial division for administrative purposes.
  2. Municipality - a city or town that has corporate status and local government

I just gave you the difference between the two. Does a commune have both local government and corporate status? If they do not meet both of these, then it is a commune.
