I believe the "Pakistan Editor" is actually an organization or a network of some kind that edits various topics about Pakistan. They are all located in the UK, but some IP addresses that edit Pakistan topics with a pro-Pakistan point of view (like 92.0.155.223 (talk · contribs) and 193.60.199.36 (talk · contribs)) come from Douglas, Isle of Man, while others (such as 92.2.116.251 (talk · contribs) and 92.1.95.219 (talk · contribs)) geolocate to different areas (such as Northwich and Manchester). Look them up using this tool or this one. I am not sure whether these IPs are actually one user, or a network of UK users. Jonas D. Rand T 04:33, 29 November 2008 (UTC)[reply]
