If a page does not meet notability guidelines, it gets deleted.
It is best to make another page, as long as the subject is notable. Read WP:N for more information.

Hello. Sorry I was busy.
You likely did write that article on Wikia, because the history shows that all edits are by "SamriddhoS12" on Wikia. However, if it wasn't you, then the article was also a copyright violation, because it was copied from Wikia.
I am not an admin so I can't restore the article. Just because Samriddho is the most popular person in your city does not mean he is automatically notable.
