Warning users[change source]

Hi - a last warning should never be used as the first warning for an editor. We do have to go up in steps and assume good faith WP:AGF. I do see from this IP users editing history not everything was kosher and a lot of the edits were ok and were not pushing their view on people. So this makes it a 50/50 for this editor. Just wanted to let you know. If the warnings are not elevated from 1-4 when we send to the VIP they will more than likely be denied as insufficient notifications. So just a heads up.
