It says requests may be granted, not that it will be. You don't find vandalism here, so you don't need it. You evidently made seven unsuccessful requests for this permission on enwiki before it was finally granted. Concerns were raised that you didn't know how to properly distinguish between good and bad faith edits, so we're going to want to see your need for it demonstrated.
